WWF has commissioned ko-Institut together with a consortium of co-operation partners from across Europe AVANZI (Italy), EcoSolutionsConsulting (Poland), ILEX (UK) and ILEX Iberia (Spain) to evaluate the allocation provisions from the National Allocation Plans for the pilot phase of the European Union Emissions Trading Scheme (EU ETS) with regard to their impacts on environmental effectiveness and economic
efficiency.
The purpose of this report is to provide an independent analysis of the National Allocation Plans in six Member States – Germany, Spain, Italy, the Netherlands, Poland, Spain and the UK in terms of environmental effectiveness and economic efficiency.
