The transport sector is responsible for ca. 62% of greenhouse gas emissions in Brazil’s energy sector. The transport sector relies heavily on cargo on roads. The study takes an in-depth look at the BR do Mar statute, analysing how the policy proposal changed over time in line with political events. The case shows that policymakers and civil society can boost the low-carbon transition by seizing political windows of opportunity.
