Just Transitions in Motion
This project drives real-world action on Just Transitions by uniting diverse stakeholders in inclusive dialogues beyond formal climate negotiations. Backed by the COP30 Presidency and the German government, it fosters global collaboration to co-create a practical Just Transition Compass—turning high-level climate commitments into justice-focused, scalable strategies for implementation.

- Overview
Just Transitions in Motion highlights actionable solutions to make Just Transitions a reality for communities on the ground. It is supported by the COP30 Presidency and the International Climate Initiative (IKI) on behalf of the German Federal Foreign Office (FFO) and the Federal Ministry for Economic Affairs and Energy (BMWE).
Through a series of inclusive events, we will create space for dialogue outside formal negotiations—bringing together diverse actors to foster international collaboration, share knowledge, and promote scalable best practices for Just Transitions.
These high-level consultations, expert dialogues, and engagements will enable stakeholders to develop a shared understanding of how multilateral climate action can support Just Transition implementation. The dialogues will also explore how Just Transitions can enable a shift in the UNFCCC from negotiation to action.
These inclusive engagements centred on co-creation will empower participants to shape a comprehensive Just Transition Compass— a framework that helps translate JT principles into real-world action. The resulting analytical work will reshape COP30 discussions, replacing theoretical debates with concrete, justice-driven strategies for implementation.
- Background
COP30 arrives at a defining juncture for global climate efforts, as the world faces increasingly severe climate impacts against a complex geopolitical landscape. The conference presents an opportunity to reinforce commitments under the Paris Agreement in a test of strength for multilateral cooperation. Success will depend on delivering credible, ambitious outcomes that advance social justice, inclusion, and equity.
While climate action is underway worldwide, it falls short in both pace and scale. A central objective of COP30 will be to spotlight actionable solutions and drive the implementation of projects aligned with scientific guidance and the Global Stocktake. Ensuring that negotiated outcomes translate into tangible action will be essential for meaningful progress. COP30 also offers a chance to deepen the integration of social and economic dimensions into climate strategies, strengthening the Just Transition Work Programme (JTWP) under the UNFCCC.
This approach ensures that the shift toward low-carbon, climate-resilient economies is both inclusive and equitable. A robust Just Transition Action Agenda will be key to driving implementation and delivering real-world impact.
What are the goals of the project?
- Enabling Just Transitions implementation through multilateral action: using the events and the compass to increase alignment on Just Transitions, enabling international actors to overcome divisions and design clear pathways for international cooperation on JT implementation.
- Providing a space for multi-stakeholder alliances that support Just Transition action: Engagements convene governments, the private sector, grassroots movements, and academia to co-create best practices and develop shared ownership over Just Transitions.
- Guiding multi-level Just Transition strategies through actionable frameworks: Rigorous research and stakeholder engagement activities inform a regionally adaptable Just Transition Compass. This framework will support Just Transition policy integration and delivery across international, national and local scales, and in specific sectors.
