Climate Strategies’ Pathway to Impact 2026-2029

The international climate policy landscape is facing increasing scientific evidence, shifting and contested public expectations, and sharper political and economic stakes.

In 2024, global temperatures breached the 1.5 °C threshold for the first time. Additionally, a record US$137 billion was delivered in climate finance, yet current funding and adaptation support remain insufficient amid worsening global inequalities. Risks of maladaptation, uneven institutional capacity, and data gaps continue to undermine mitigation, adaptation, and Just Transitions, while geopolitical tensions are complicating multilateral cooperation and reinforcing the need for complementary, context-specific approaches that centre historically marginalised voices. As oil and gas demand is projected to peak before 2030 and renewable costs fall, ensuring inclusive and equitable transitions across energy and other key sectors remains a central challenge. Aligning climate action with biodiversity, ecosystem restoration, and wider societal priorities such as energy security, jobs, and inequality reduction is essential to sustaining political support. In this context of accelerating risk and fragmented politics, innovation in governance must be evidence-based and collaborative.

Against this backdrop, we present our new organisational strategy, Pathway to Impact 2026–2029, developed with our Members and partners to help drive decisive climate action in the years ahead.

Strategic Impact Areas

Prosperity Post Fossil Fuels

Global demand for oil and gas is projected to peak before 2030, driven by the expansion of affordable low-carbon technologies replacing fossil fuels. Countries dependent on oil and gas exports must now face the unavoidable fact they need to transform their economies. If planned as a Just Transition, this change could foster long-term, equitable prosperity.

Nature and Resilient Food Systems

As the climate crisis deepens, the links between nature, agriculture, and human wellbeing are increasingly clear. Food systems are both highly vulnerable to climate impacts and major sources of emissions. Strengthening food systems requires protecting biodiversity, supporting sustainable livelihoods, and using Nature-based Solutions (NbS) to boost resilience and cut carbon.

Global-Majority Powered Change

Climate action is most effective when it is inclusive, equitable, just, and grounded in the lived realities of diverse regions. Leadership and knowledge from emerging economies, climate-vulnerable territories and Indigenous Peoples and Local Communities is therefore essential to shaping fair, durable, and impactful policy. 

Equitable Carbon & Climate Innovation

Emerging carbon and climate management technologies, such as carbon dioxide removal (CDR), carbon capture and storage (CCS) and solar radiation modification (SRM) could hold a crucial role in achieving climate safety. However, they also raise complex questions of governance, equity, and legitimacy. Who benefits, who bears the risks, and who has a voice in decision-making will determine whether these technologies offer just, durable, and enhance socially accepted climate solutions.

Countering Obstruction through Evidence-Based Narratives

Climate action is supported by over 80% of people globally. Yet misinformation about the costs and benefits of climate activities is used to inflame anti-climate rhetoric. By fuelling ‘climate backlash,’ politicians can ensure there will be limited public resistance if climate commitments are dismantled or delayed. Accessible, evidence-based narratives can be used to demonstrate the many socio-economic benefits of climate action.
